UPDATE - Proposed Planning Scheme Policy for the Hughes and Seaview Bargara Local Plan Area

Council at its Ordinary Meeting held 26 September 2023 finalised its review of the Hughes and Seaview Bargara Local Area Plan and also decided to make a new Planning Scheme Policy to reflect the outcomes of the local plan review.

The local plan review includes recommendations to inform future amendments to Council’s Planning Scheme and Local Government Infrastructure Plan (LGIP). The proposed Planning Scheme Policy is intended to provide an interim response, given the lengthy process involved with amending a Planning Scheme under the Planning Act 2016.

The proposed Planning Scheme Policy is to be read in conjunction with the Central coastal urban growth area local plan code (included at Part 7 of the planning scheme), and provides additional guidance for the future development of land between Bargara Road, Hughes Road, Windermere Road and Seaview Road.

The proposed Planning scheme policy for the Hughes and Seaview Bargara Local Plan Area was placed on public display from Friday, 29 September until Tuesday, 31 October 2023. Public consultation is now closed.

Your feedback and comments provided in submissions will be reviewed in accordance with relevant State legislation. If you lodged a submission, Council, in due course, will provide you with an explanation as to how your submission was considered.

UPDATE - Local Plan Review

The current Planning Scheme and Central Coastal Urban Growth Area Local Plan (included at Part 7 of the planning scheme) offer high level direction for the development of Emerging community zoned land between Hughes and Seaview Road at Bargara.

To respond to ongoing development pressures, address site specific challenges, and provide certainty for residents, landowners, and developers Council has undertaken more detailed land use and infrastructure planning for this urban growth area.

This local plan review includes:

  • more detailed land use and infrastructure planning for the area south of Watsons Road (to Windermere Road); and
  • a review of the existing local plan north of Watsons Road (i.e., the original Hughes and Seaview Bargara Masterplan area), in relation to transport (roads and pathways) and stormwater infrastructure.

This approach seeks to ensure consistency in direction over the local plan area and incorporates outcomes of the Bargara Emerging Communities Infrastructure Planning (Bargara ECIP) recently completed by Council. This review provides strategic recommendations to inform future amendments to the planning scheme and Local Government Infrastructure Plan (LGIP).

The Hughes and Seaview Bargara Local Area Plan was placed on public consultation for 30 business days, from 19 June to 28 July 2023.

Following consideration of matters raised in submissions, Council, at its Ordinary Meeting held 26 September 2023, finalised its review of the local plan incorporating minor changes in response to submissions.
