Council, at its Ordinary Meeting held 29 July 2025, adopted Planning Scheme Policy for the Elliott Heads local plan area with minor changes in response to submissions.

The adopted Planning Scheme Policy and associated amendment take effect from 1 August 2025 as Version 6.4 of the Bundaberg Regional Council Planning Scheme.
The purpose and general effect of the planning scheme policy is to provide additional guidance for future urban development on emerging community land at Elliott Heads, being land broadly bounded by Elliott Heads Road, Atkinsons Road, Shine Street, Welch Street, Moore Street, Saunders Street and the Elliott River foreshore.
The planning scheme policy supports and is to be read in conjunction with the Central coastal urban growth area local plan code and other applicable assessment benchmarks in the planning scheme.
Council also resolved to make a supporting minor amendment to the planning scheme to incorporate the new planning scheme policy. This comprises changes to Part 1, Table 1.2.5 (Planning scheme policies) and Schedule 6.1, Table SC6.1.1 (Planning scheme policy index).
It is anticipated that the outcomes within the planning scheme policy will ultimately be incorporated within the Planning Scheme and Local Government Infrastructure Plan (LGIP) through later planning scheme amendments.

Background - Elliott Heads Local Plan Area
The Bundaberg Regional Council Planning Scheme 2015 designates a large area of land at Elliott Heads within the Emerging community zone, earmarked to accommodate future urban growth.
This land is broadly bounded by Elliott Heads Road, Atkinsons Road, Shine Street, Welch Street, Moore Street, Saunders Street and Elliott Heads Foreshore.

The Central Coastal Urban Growth Area Local Plan within Part 7 (Local plan codes) of the Planning Scheme provides high level structure planning for the Emerging Community zoned land between Burnett Heads and Elliott Heads.
Most of the land within the Emerging community zone at Elliott Heads is currently the subject of a Preliminary Approval overriding the Planning Scheme (variation approval) for a Master Planned Community, known as South Beach Estate (originally approved in 2013). This preliminary approval includes areas of low, medium and high density urban residential development, as well as areas for commercial and community development.
Given the changing economic conditions and circumstances since this development was approved more than 10 years ago, Council recently undertook further land use and infrastructure planning for the area. The result of this local planning is the adoption of the Planning Scheme Policy for the Elliott Heads local plan area.
