The Bundaberg Regional Council Planning Scheme 2015 designates a large area of land at Elliott Heads within the Emerging community zone, earmarked to accommodate future urban growth.

This land is broadly bounded by Elliott Heads Road, Atkinsons Road, Shine Street, Welch Street, Moore Street, Saunders Street and Elliott Heads Foreshore.

The Central Coastal Urban Growth Area Local Plan within Part 7 (Local plan codes) of the Planning Scheme provides high level structure planning for the Emerging Community zoned land between Burnett Heads and Elliott Heads.

Most of the land within the Emerging community zone at Elliott Heads is currently the subject of a Preliminary Approval overriding the Planning Scheme (variation approval) for a Master Planned Community, known as South Beach Estate (originally approved in 2013). This preliminary approval includes areas of low, medium and high density urban residential development, as well as areas for commercial and community development.

Given the changing economic conditions and circumstances since this development was approved more than 10 years ago, Council recently undertook further land use and infrastructure planning for the area.

At its meeting held 21 February 2025, Council resolved to make a Planning scheme policy for the Elliott Heads local plan area.

The purpose and general effect of the proposed planning scheme policy is to provide an interim local planning framework to guide the future development of emerging community land at Elliott Heads until the local plan provisions are incorporated within the Planning Scheme and Local Government Infrastructure Plan (LGIP) through later planning scheme amendments.

The proposed planning scheme policy includes outcomes (assessment benchmarks) to guide assessable development within the Emerging community zone at Elliott Heads, ensuring development proceeds in a logical manner with appropriate infrastructure and services, while preserving the character and amenity of the township.

Council is seeking feedback on the proposed planning scheme policy during the public consultation period, from Friday 28 February 2025 until Monday 31 March 2025.

How do I make a submission?

Your feedback and comments on the proposed planning scheme policy are important to us and now is the time to get involved. Anyone can make a submission about any aspect of the proposed planning scheme policy. Whether you agree or disagree with an aspect of the policy, or have other suggestions related to the policy, Council welcomes your feedback. To allow us to consider your submission, we ask that it:

  • be made in writing to Bundaberg Regional Council;
  • include the name and address of each person making the submission;
  • be signed by each person making the submission, unless the submission is made electronically;
  • states the grounds of the submission and the facts and circumstances relied on in support of the grounds; and
  • be received by Council no later than 4.45pm on Monday, 31 March 2025.

Submissions can be made by post, delivered in person, lodged via online form, or by email to development@bundaberg.qld.gov.au

Drop-in sessions will be held during the public consultation period where you can speak with a planner to ask questions and provide feedback about the local planning for Elliott Heads.

  • Thursday, 13 March 2025 - 3.00pm to 6.00pm
  • Monday, 17 March 2025 - 3.00pm to 6.00pm
