Proposed Planning scheme policy for the Elliott Heads local plan area
The Bundaberg Regional Council Planning Scheme 2015 designates a large area of land at Elliott Heads within the Emerging community zone, earmarked to accommodate future urban growth.
This land is broadly bounded by Elliott Heads Road, Atkinsons Road, Shine Street, Welch Street, Moore Street, Saunders Street and Elliott Heads Foreshore.

The Central Coastal Urban Growth Area Local Plan within Part 7 (Local plan codes) of the Planning Scheme provides high level structure planning for the Emerging Community zoned land between Burnett Heads and Elliott Heads.
Proposed planning scheme policy
At its meeting held 21 February 2025, Council resolved to make a Planning scheme policy for the Elliott Heads local plan area.
The purpose and general effect of the proposed planning scheme policy is to provide an interim local planning framework to guide the future development of emerging community land at Elliott Heads until the local plan provisions are incorporated within the Planning Scheme and Local Government Infrastructure Plan (LGIP) through later planning scheme amendments.
The proposed planning scheme policy includes outcomes to guide assessable development within the Emerging community zone at Elliott Heads, ensuring development proceeds in a logical manner with appropriate infrastructure and services, while preserving the character and amenity of the township.

The proposed planning scheme policy was placed on public consultation between Friday 28 February 2025 and Monday 31 March 2025. Public consultation has now closed.
Council will now consider matters raised in submissions and decide whether to adopt the proposed planning scheme policy.
In accordance with the Planning Act 2016 and the Minister's Guidelines and Rules (MGR), Council, in due course, will provide submitters with a response as to how their submissions were considered.
