Proposed planning scheme amendment No.17 (Tailored Amendment - Bundaberg Health and Enterprise Precinct)
Council has prepared a proposed amendment to the Bundaberg Regional Council Planning Scheme to incorporate local planning for the area surrounding the new Bundaberg Hospital which is currently being constructed by the Queensland Government at Thabeban.
The proposed planning scheme amendment is on public display from Friday, 21 November 2025 until Friday, 19 December 2025 and Council is seeking feedback and comments on this amendment.
What is the proposed amendment about?
The purpose and general effect of the proposed amendment is to incorporate local planning for the Bundaberg Health and Enterprise Precinct within the Bundaberg Regional Council Planning Scheme to facilitate the creation of a high quality and vibrant health, knowledge and enterprise precinct surrounding the new Bundaberg Hospital, supported by interconnected residential neighbourhoods and supporting local services, community facilities and open space.
This proposed amendment includes associated zoning changes (Schedule 2 – Mapping) and the inclusion of tables of assessment (Part 5 – Tables of Assessment) to better facilitate consistent uses within sub-precincts of the Bundaberg Health and Enterprise Precinct local plan.
Where is the Bundaberg Health and Enterprise Precinct?
The proposed amendment applies to the area surrounding (and including) the new Bundaberg Hospital site at Thabeban (see below figure).
This area is referred to as the Bundaberg Health and Enterprise Precinct.

How do i make a submission?
Your feedback and comments on the proposed planning scheme amendment are important to us and now is the time to get involved. Anyone can make a submission about any aspect of the proposed amendment. Whether you agree or disagree with an aspect of the amendment, or have other suggestions related to the amendment, Council welcomes your feedback. To allow us to consider your submission, we ask that it:
- Be made in writing to Bundaberg Regional Council;
- States the name and address of each person making the submission;
- Includes one postal or electronic address for service relating to the submission;
- States the grounds of the submission and the facts and circumstances relied on to support the grounds; and
- Is received by Council no later than 4.45 pm on Friday 19 December 2025.
