Proposed planning scheme amendment No.17 (Tailored Amendment - Bundaberg Health and Enterprise Precinct)

Council has prepared a proposed amendment to the Bundaberg Regional Council Planning Scheme to incorporate local planning for the area surrounding the new Bundaberg Hospital which is currently being constructed by the Queensland Government at Thabeban.

The proposed amendment was placed on public display from Friday, 21 November 2025 to Friday, 19 December 2025. Public consultation has now closed.

At its Ordinary Meeting held 24 February 2026, Council resolved to proceed with the proposed planning scheme amendment incorporating minor changes in response to matters raised in submissions and state interest review comments.

A consultation report providing a summary of matters raised in submissions and details of how Council has dealt with these matters is available here.

The proposed planning scheme amendment, with changes in response to submissions and state interest review comments, has been sent to the Department of State Development, Infrastructure and Planning (DSDIP) and to the Planning Minister, for approval to adopt.

Subject to approval from the Planning Minister, Council will then decide whether to adopt the proposed planning scheme amendment.

What is the proposed amendment about?

The purpose and general effect of the proposed amendment is to incorporate local planning for the Bundaberg Health and Enterprise Precinct within the Bundaberg Regional Council Planning Scheme to facilitate the creation of a high quality and vibrant health, knowledge and enterprise precinct surrounding the new Bundaberg Hospital, supported by interconnected residential neighbourhoods and supporting local services, community facilities and open space.

This proposed amendment includes associated zoning changes (Schedule 2 – Mapping) and the inclusion of tables of assessment (Part 5 – Tables of Assessment) to better facilitate consistent uses within sub-precincts of the Bundaberg Health and Enterprise Precinct local plan.

Where is the Bundaberg Health and Enterprise Precinct?

The proposed amendment applies to the area surrounding (and including) the new Bundaberg Hospital site at Thabeban (see below figure).

This area is referred to as the Bundaberg Health and Enterprise Precinct.
