Adoption of the Interim Local Government Infrastructure Plan (LGIP) Amendment

UPDATE: At its Ordinary Meeting held 24 April 2023 Council resolved to adopt the Interim Local Government Infrastructure Plan (LGIP) amendment. This amendment will commence as Version 6.1 of the planning scheme on 12 May 2023.
The Interim LGIP amendment ensures the Schedule of Works model and Plans for Trunk Infrastructure better align with Council's latest network planning and Capital Investment Plan (CIP). The updates include the following:
- Inclusion of existing assets that have recently been constructed, provided or reclassified;
- Removal of future assets that have been constructed (are now existing), or are no longer required;
- Inclusion of future assets that have been conditioned under a development approval or newly identified in the CIP (identified through more recent network planning);
- Adopting more contemporary financial inputs that align with a revised base date of 2021 (from the previous base date of 2016).

Statutory Review of the LGIP
At its meeting held 24 April 2018, Council adopted an amendment to the Bundaberg Regional Council Planning Scheme 2015 to include a Local Government Infrastructure Plan (LGIP) to replace Council's Priority Infrastructure Plan (PIP). This amendment took effect on 7 May 2018.
Under section 25 (3) of the Planning Act 2016, Council must review its LGIP within 5 years of the LGIP being included in the planning scheme.
The required 5-year LGIP review commenced late last year (2022) pursuant to Chapter 5, Part 5 of the Minister's Guidelines and Rules (MGR). Finalisation of the LGIP Review, based on the updated LGIP (inclusive of the proposed Interim LGIP amendment), confirmed the need for Council to prepare a LGIP amendment to ensure continued accuracy, currency, and relevance of the LGIP into the future.
In-line with the LGIP Review findings and recommendations, Council at its meeting held 24 April 2023 (Item 11.2) decided to make an LGIP amendment pursuant to the Planning Act 2016 and Chapter 5, Part 5, section 23 of the MGR.
