Where is the local plan area?

    The Elliott Heads local plan area is broadly bounded by Elliott Heads Road, Atkinsons Road, Shine Street, Welch Street, Moore Street, Saunders Street and Elliott Heads Foreshore. The Bundaberg Regional Council Planning Scheme 2015 designates most of this land within the Emerging community zone, earmarked to accommodate future urban growth.


    Why is this local planning being undertaken?

    Council's planning scheme designates a large area of land at Elliott Heads within the Emerging community zone, earmarked to accommodate future urban growth. The Central Coastal Urban Growth Area Local Plan within Part 7 (Local plan codes) of the planning scheme provides high level structure planning for the Emerging Community zoned land between Burnett Heads and Elliott Heads.

    Most of the land within the Emerging community zone at Elliott Heads is currently the subject of a Preliminary Approval overriding the Planning Scheme (variation approval) for a Master Planned Community, known as South Beach Estate (originally approved in 2013). This variation approval includes areas of low, medium and high density urban residential development, as well as areas for commercial and community land uses. 

    Given the changing economic conditions and circumstances since this development was approved more than 10 years ago, Council recently undertook further land use and infrastructure planning for the area. This further planning seeks to respond to ongoing development pressures, address site specific challenges and constraints, and provide certainty for residents, landowners, and developers, while working towards establishing a more contemporary and simpler planning framework for the local plan area.

    What is a planning scheme policy?

    Planning scheme policies are documents which support the implementation of the planning scheme identifying information that the Council may require for a development application, specifying the standards called up in a code and providing guidance about satisfying assessment benchmarks in the planning scheme. 

    The proposed planning scheme policy provides a local structure planning framework for the Emerging community zoned land at Elliott Heads and applies to assessable development. 

    This planning scheme policy seeks to allow development to demonstrate compliance with assessment benchmarks contained within the Emerging community zone code which primarily require that development is undertaken in accordance with local area planning completed by Council. 

    This proposed planning scheme policy provides an interim response to incorporate policy outcomes from the local plan until the necessary amendments have been made to the planning scheme and Local Government Infrastructure Plan (LGIP).
