Project update - March 2024

The Barolin Street toilet block will be upgraded to meet modern-day accessibility, construction and safety standards while retaining heritage features.

Refurbishment work will commence on Tuesday 2 April 2024.

Features

The new design features baby changing facilities and disability access.

Alternative amenities
The closest available public amenities that can be accessed during this upgrade are located at the CBD Pavilion 200m away. These toilets are open 24 hours Monday to Sunday.

The closest disability compliant toilets are located at the Woongarra Street toilet block opposite Target 600m away. These toilets are open all day and closed at night.

Access to Bundaberg Regional Art Gallery (BRAG) and Bundaberg Pensioners League

Disability access into the Bundaberg Regional Art Gallery (BRAG) and the Bundaberg Pensioners League building will remain throughout this project.

Project update - April 2023

Background

Bundaberg Regional Council identified that the Barolin Street toilet block in Post Office Park requires upgrading to meet acceptable modern-day accessibility, construction, and safety standards. The old-fashioned configuration of the existing building encourages anti-social behaviour, is no longer considered safe for community use and does not meet the standards for access and safety.

In 2022 Bundaberg Regional Council approached the community for feedback on a concept design for a modern toilet facility in the Bundaberg Central Business District (CBD) featuring baby changing facilities and disability access. Following feedback, a new concept design has been developed and is now available for further comment.

Cultural heritage

The Heritage and Neighbourhood Character Overlay Code within Council's Planning Scheme identifies that the Barolin Street toilet block is located within a Neighbourhood Character Area. While the toilet block itself is not listed as a local heritage place, the concept design is sympathetic to the cultural heritage of the nearby Bundaberg Post Office and Bundaberg Regional Art Gallery which are both listed on Heritage Registers.

The majority of the historic façade will be conserved and renovated. Demolition works will include all non-structural internal walls, the external wing wall on the southern side and the dated Persons with a Disability (PWD) facility on the northern side of the building. This more open design will assist with passive surveillance in accordance with the best practice framework Crime Prevention through Environmental Design.

Concept design and additional images

The new toilet facility internal fit-out will have four unisex cubicles of which two will be ambulant compliant and two will be (PWD) compliant. Two new accessibility compliant ramps will be installed on either side of the building. You can access the concept design and additional images on this project page.

Park upgrades

The park upgrades include removing the old concrete pathways and shrubs to Post Office Lane. New wider pathways will be constructed to allow for ease of access from Post Office Lane to the Art Gallery and Barolin Street to the toilet block. The existing trees will remain and be protected during construction.

Feedback

The community is invited to provide feedback on the concept design via a survey. The survey will open on Monday 3 April 2023 and close on Sunday 16 April 2023.
